Abstract

The dominance of homogeneous global learning media within digital education ecosystems intensifies cultural identity crises by reproducing universalistic values while marginalizing local wisdom. This study develops a conceptual framework of culturally based instructional media architecture designed to bridge digital pedagogical innovation with the preservation of national identity and digital sovereignty. Employing a qualitative systematic literature review and meta-synthesis, the inquiry analyzes reputable scholarly articles, digital pedagogy frameworks, and policy documents published between 2018 and 2025. Findings demonstrate that cultural integration must operate structurally across user interfaces (UI), narrative user experiences (UX), contextually grounded content, and reflective assessments. Rather than serving as superficial visual decoration, local wisdom functions as an epistemic foundation shaping learners' cognitive navigation and digital enculturation. The resulting Cultural-Digital Learning Flow offers an epistemological safeguard against global cultural hegemony. Ultimately, this framework provides an operational EdTech model that balances technological advancement with cultural authenticity, empowering educational institutions to cultivate digitally competent yet culturally grounded learners.
